b. **MineAction** Diesel spill reported near Tolukuma mine

Tolukuma's helicopters do it again!

AN accident involving the spillage of about 4,000 litres of diesel fuel 
occurred near the Tolukuma mine in Central province early this month, 
government officials told The National yesterday.
This confirms reports by landowners and some mine employees, who early this 
week raised concern that responsible government authorities were slow in 
taking action after the spill on Sept 13.
This is the second time this year that a major accident has occurred near 
the gold mine, north-east of Port Moresby.
In March, a cyanide spill near the mine caused an uproar both locally and 
abroad and prompted calls, especially from environmental groups, for a 
government investigation into the safety standard adopted by operators of 
the mine.
A government official, who spoke on condition he not be named, said the 
diesel spilled was from drums that were dropped from the air at Veimauri 
camp by a MIL-17 Russian helicopter that was in distress.
He said the helicopter was in the process of ferrying the drums from 
Veimauri to the mine site when it encountered engine problem.
It returned to Veimauri, and the pilot was forced to release the drums from 
its loop to ensure the stricken helicopter landed safely.
On impact, some of the drums broke, and about 4,000 litres of diesel was 
spilled to the ground.
The official said the spill occurred on dry ground and did not pose any 
danger to any stream or river systems in the area.
He said officers from the Office of Environment and Conservation had 
visited the site to assess the damage, and were compiling a report for the 
relevant authorities.
He added that a contractor was currently moving between 30-40 cubic feet of 
soil contaminated by the spill to the Vanapa Quarry to be managed or 
disposed off.
Officials at the Office of Environment and Conservation confirmed the 
spillage when contacted, but refused to give details saying a report on the 
accident was being compiled and could only be released publicly by the 
Director or Minister responsible.

In an investigative report published following the cyanide spill, the 
Mineral Policy Institute, PNG Environmental Law Centre and Greenpeace show 
the Tolukuma mine's day-to-day operations are expected to wipe out all food 
resources and fish life for 30 km along the Aroa river, downstream from the 
mine's discharge point. This is a direct consequence of the mine dumping 
its waste directly into the river.
The report, entitled Cyanide Crash, documents the long-term expected damage 
from Dome Resource's own environmental information. The Environment Plan 
prepared for Dome and acquired by the Mineral Policy Institute states that: 
"… high sediment deposition rates are expected to cause obliterative 
impacts on the fish habitats and food resources of these sediment-impacted 
reaches." Major impacts are also expected on food resources and frogs.

138 NGOs DEMAND CLINTON/GORE ADMINISTRATION REVERSE PRO-NUCLEAR POWER
POSITION FOR KYOTO CLIMATE AGREEMENT

Today, 138 organizations, including Greenpeace, Friends of the Earth,
U.S. Public Interest Research Group and Public Citizen, demanded that
the Clinton/Gore Administration change its current position in support
of allowing nuclear power to obtain clean air credits through the Kyoto
Climate Agreement. The U.S. has stated it will walk away from climate
talks in the Hague this November, known as Conference of the Parties
(COP) 6, if the outcome excludes nuclear power from receiving credits
through the Clean Development Mechanism (CDM) of the Kyoto Agreement.

This stubborn pro-nuclear stance is contrary not only to the European
Union's position, but also to the positions of many across the globe.
In a letter sent today to President Clinton, Vice-President Gore and
other policymaking members of the administration, the NGOs said,
"Citizens of many nations, including African, Indian, and Canadian NGOs,
the Alliance of Small Island States (AOSIS) and 12 Latin American
countries, have publicly stated their opposition to CDM credits for
nuclear power."

The letter states that the U.S. position smacks of neo-colonialism
because "western nuclear companies, unable to get contracts at home due
to safety, environmental and cost concerns, would be attempting to dump
their unwanted and failing technology on developing countries."
Further, "many smaller developing nations fear nuclear power CDM
credits would favor high-growth nuclear projects in developing countries
over smaller, sustainable projects in non-nuclear developing nations,"
since the current U.S. position would not only give credits to nuclear
power, but give nuclear credits on par with renewable energy.

The letter points out that the Department of State position that the CDM
ensure sustainable, cost-effective development should defacto exclude
nuclear power from clean air credits because nuclear power is neither
clean nor cheap, and that the nuclear fuel chain produces significant
greenhouse gas emissions itself. "At the very least, the U.S. position
would support exporting nuclear power and its dangers (including nuclear
waste, huge economic costs, nuclear weapons material, chronic
radioactive releases, and abuse of democratic principles) all over the
world. This is a legacy the Clinton/Gore administration would not wish
to leave," said the environmental groups.

The letter was signed by organizations from 20 countries, including
France, Japan, Russia, Canada, Ukraine, Malaysia, Mauritius, Iran,
Sweden, South Korea, Georgia, Armenia, Azerbaijan, Turkmenistan,
Belgium, Australia, The Netherlands, Bulgaria, Taiwan, and the U.S.

More than 120 individuals signed the letter as well, including singer
Bonnie Raitt, actor Alec Baldwin, and numerous academics, doctors and
concerned citizens from across the country.

The COP6 meeting, which is being held to determine implementation
details of the Kyoto climate change Protocol, will be held in The Hague,
Netherlands, from November 13-24, 2000. Large demonstrations are
expected throughout the meeting; actions on November 13 will focus on
the nuclear issue, with support actions expected in cities around the
world.

to give the Forest Service $35 million more than they asked for to cut down
our forests. Also note the Oregonian included quotes from Slade, Dicks and

BILL WOULD FELL MORE NORTHWEST TREES

In a measure before the Senate, Congress will boost the Forest Service
budget, but the agency must prepare more timber sales

Federal lawmakers frustrated by a lack of logs flowing from national
forests in the Northwest have boosted financing for the U.S. Forest Service
and want the agency, in turn, to sharply increase timber harvests.

An Interior Department appropriations bill approved by the House on Tuesday
and expected to pass the Senate by Friday directs the Forest Service to
sell no less than 3.6 billion board feet of timber - about 65% more federal
wood than the agency sold during fiscal year 1999.

The bill as rewritten by a confrence committee last week includes $256
million for timber sales in fiscal 2001, $35 million more than the Clinton
administration had requested and about $10 million more than either the
House or the Senate originally had provided. Lawmakers added the extra
money as a way of leaving the Forest Service with no excuses for missing
its logging goals, as it has in recent years.

"Its basically saying they shouldn't fall short of 3.6 billion due to
funding," said Todd Young, a spokesman for Sen. Slade Gorton, R-Wash., who
was instrumental in the confrence committee changes.

Just because Congress supplies the Forest Service with extra money does not
necessarily mean the agency will produce extra timber, however. Timber
sales in the Northwest have slowed not necessarily because of financing
shortfalls but because oflawsuits and regulations aimed at protecting
sensitive and endangered species.

That dramatic slowdown has frustrated Congress and the timber industry.
Loggers had counted on continued harvests under the Northwest Forest Plan,
a sweeping 1994 pact to allow limited timber cutting while protecting
habitat for wildlife such as the northern spotted owl.

The Northwest Forest Plan estimated the Forest Service would sell 476
million board feet of timber in fiscal 1999, but the agency offered only
about a third of that. Fiscal 2000 sale figures are not yet available but
are expected to be even lower.

"Ever since the Northwest Forest Plan was implemented, we have been trying
to bring the harvest back up," said George Behan, a spokesman for Rep.
Norman Dicks, D-Wash., also a member of teh confrence committee. "The
Northwest Forest Plan assumed a certain level of timber harvest, and we
have not met that. That has been a continuing concern to the region and to
my boss."

The White House helped negotiate the bill, so President Clinton is likely
to sign it.

The appropriations bill does not specify which national forests or regions
should harvest the additional timber, but the Forest Service's Northwest
region historically has been one of teh largest timber producers.

Money in the measure "should be more than sufficient to attain the 3.6
billion board foot offer level using the agency's own cost estimates," it
says.

But Chris West of teh Northwest Forestry Association said timber industry
officials, although pleased with the increased financing and higher harvest
levels, "are not holding our breath" that many more logs will emerge from
national forests.

"The bottom line is this administration has a track record of not coming
through even if they have the funding," West said. "That means you continue
to have overstocked forests that are declining in health and vulnerable to
fires like we saw this year."

Some conservationsts, meanwhile, accused Clinton of compromising the
national forests even while trying to build a conservation legacy.

Thomas Wood, who teaches chemical engineering at the University of
Connecticut, thinks adding enzymes to polluted water is the way to get
rid of tetrachloroethylene, more commonly known as PCE -- a dry cleaning
solvent that's become one of the most common pollutants of ground water.

To deliver the enzymes to the water, he wants to use trees re-engineered
just for that purpose.

8. URGENT - Sediment Cleanup Rider!!

Dredging Activists,

As you know, many of us have been actively trying to kill a rider
on the VA-HUD bill that would delay cleanups of sediment sites
around the country. It is being done at the request of GE, and
basically ties EPA's hands from ordering or initiating dredging
until the NAS study is completed and incorporated into EPAs
dredging program.

According to EPA, the original rider language would have delayed
cleanups at 28 sites, listed below.

The Latest ---- The top negotiators for Congress and the White
House are about to finalize a deal which would allow EPA to
publish, issue, and take public comment on specific proposed or
draft remediation plans. But not to initiate or order dredging or
other remediation until JUNE 30, 2001!!

So... My questions to the group are

1) Should we continue to oppose this language -- I think so.

2) Could you all look at this list below, or think about your
local contaminated sites, and tell me ASAP, which sites you think
might be delayed by this language, that would be any site where
dredging might be initiated between now and June 30, 2001.

WE NEED THIS INFORMATION TODAY IF POSSIBLE.

The National Tribal Solid Waste Interagency
Workgroup is soliciting
proposals for its Fiscal Year 2001 Tribal Open
Dump Cleanup Project.
This project is designed to assist tribes with
closing or upgrading
their high threat waste disposal sites and
planning for appropriate
disposal alternatives.  In FY 2000, $2.4 million
was awarded to 11
tribes.  Pre-proposals are due by Nov. 13 and
final proposals by Feb.
23, 2001.  The Tribal Solid Waste Interagency
Workgroup was established
in April 1998 to design a federal plan to help
tribes bring their waste
disposal sites into compliance with the federal
municipal solid waste
landfill criteria.  The workgroup includes
representatives from EPA, the
Bureau of Indian Affairs, the Indian Health
Service, the Federal Aviation
Administration, the National Oceanic and
Atmospheric Administration, the
U.S. Geological Survey, the Agency for Toxic
Substances and Disease Registry,
the U.S. Coast Guard, and the Departments of
Agriculture, Defense, and Housing
and Urban Development.  The request for proposals

10. Michael Moore's The Awful Truth is Back Tonight!

Dear friends, 

Beginning tonight, if you missed any of the uncensored episodes of this
season's "The Awful Truth," here's your chance to catch them again.

Deemed by critics as "the smartest, meanest, and funniest show on
television" [L.A. Times], our award-winning season starts again this evening
(Friday, Oct. 6) for an encore run at 8pm and 11pm ET, 7pm and 10pm CT, 6pm
and 9pm MT, and 5pm and 8pm PT on the cable channel we like to call Bravo.

I know there is a lot of TV to watch these days, what with the new fall
shows and such. Not to mention all the time you're devoting trying to figure
out who should run the country after November. And, hey, it's Friday night
for cryin' out loud!

All I'm asking is that you not miss a single episode of this groundbreaking
show. Seriously, not only is there nothing like "The Awful Truth" on TV,
there's nothing like it anywhere, period (a sad but awfully true statement).

For all intents and purposes, this series shouldn't even exist. How we
got a pimp to literally walk the halls of Congress interviewing the "ho's"
we call Senators, or a cheerleading squad into a George Bush-approved Texas
death row execution, or a ficus plant running for Congress in over 40
Congressional districts still freaks me out a bit. Someone should have
called a halt to our antics by now. Maybe they already have! The network is
not returning my calls!! This could be the end of us! WHY ELSE WOULD WE BE
RELEGATED TO THE SAME NIGHT AS SABRINA,THE TEENAGE WITCH!!!

Folks, don't let this stop you. Call a friend, harass an enemy, tell
your mother you are not going out tonight to some stupid bar full of
desperate account executives -- stay home and check out this little piece of
subversion we have been able to get on a national cable network in the hopes
of rocking the boat in a big, bad way.

Think about it. What other show this year was the subject of scorn on
the nationally-televised Republican Presidential Debate in New Hampshire,
wherein candidates Bush, Forbes, and Keyes railed against the Awful Truth
Mosh Pit that Keyes threw himself into? (See THAT on tonight's show!)

What other television program had the courage to take a big, 7-foot,
walking-talking handgun into the national headquarters of the Nation
Rifle Association? 

What other show organized a group of plaintiffs to file suit against
Harvard and Yale for their discriminatory affirmative actions of admitting
George W. Bush instead of more qualified students?

Who else had the idea to distribute Day-Glo orange wallets in Harlem
after the police shot a man 41 times for holding a black wallet (in a Black
hand)? 

And what other series on TV would risk being kicked off the air by
running a salute to "that bastard Jack Welch" -- the chairman of GE, the
company which just happens to own 25% of the network we are on!

Only "The Awful Truth."

OK, so we obviously think highly of our show. Since our first days as
"TV Nation" on NBC back in the mid-90s, we have not had this much fun,
created this much controversy, and felt this good about the work we have
done. 

That's why we don't want you to miss what could be our final run of
"The Awful Truth." 

By the 9th week this season, we had over one million visitors to our web
sites. We received no fewer than 40,000 letters -- a record, we're sure,
for any series on television. Thank you -- all of you -- for this incredible
response. 

If you want the show to continue, I would suggest that today would not
be a bad day to send an e-mail to the good people at Bravo --
programming@bravotv.com -- and let them know how you feel. If you live in
the British Isles, well, we want to go back to the BBC, the great network

P.S.  People of Flint -- "The Awful Truth" has been liberated and will
finally been seen in my hometown! After the local cable company refused
to air our show, the local PBS station stepped in and will carry "The Awful
Truth" every Sunday afternoon at 5pm, beginning this Sunday, October 8,
and then rerun it every Saturday night at 10pm. It's the only place in the
country where "The Awful Truth" can be aired as God intended over the
free and publicly-owned airwaves! From the seven of us Flintstones who work
on this show, "thank you" to WFUM- TV28 for bringing our work home to our
friends, families and fellow survivors (and thanks Bravo for giving it
to them for free!).
